Comm. Lucy Kamunye Ndungu, EBS serves as a Commissioner with the Commission on Administrative Justice (CAJ). She is the designated Access to Information Commissioner and the Commissioner in charge of investigations of complaints under the Commission on Administrative Justice Act (CAJ Act, 2011).  She is a Lawyer and an Advocate of the High Court of Kenya of 30 years standing.

Previously, she served as the Registrar of Political Parties in Kenya for a period of 10 years. Prior to joining ORPP, she worked at the Attorney General’s Chambers, joining as a State Counsel II (1988) and rose through the ranks to the position of Deputy Registrar General (July 2005).

Comm. Ndungu holds a Bachelor of Laws Degree from the University of Nairobi and is currently pursuing a Master of Laws Degree at the same institution. She is an alumnus of the Strathmore Business School Advanced Management Programme, and has undertaken numerous other courses in the areas of leadership, governance, democracy and elections among others.
