I was allocated a personal number and my outstanding arrears paid.” These were the words of Ms. Jenipher Otieno in a letter to the Commission.
Ms. Otieno lodged a complaint with the Commission alleging delay by State Department of Vocational and Technical Training to pay her salary arrears. According to her, she was employed to work as a trainer in Electrical Engineering at Sikri Technical Training Institute and on 29th August 2019, she was issued with an offer letter that indicated that her effective date of appointed would be the date she would assume duties but in any case not later than 1st September 2020.
Following her appointment, she began reporting to work and training students at the institution but fourteen months later she had not been paid a salary and she did not receive any communication to explain the delayed salary.
“I have been following the issue through the office of the Director of human Resource Management for Vocational Training Institutes but all they have been telling me is to wait. I am going through a very tough life situation full of stress, sickens and emotional instabilities. Therefore, I am kindly appealing to you to help me reach out for help,” read an email from Ms. Otieno to the Commission.
The Commission by way of inquiry took up the matter with the Principal Secretary, State Department of Vocational and Technical Training. In his response to the Commission, the PS indicated that Ms. Otieno’s name was inadvertently omitted in the Public Service approval dated 3rd July 2019. Consequently, the State Department could not conclude her appointment. However, the matter was resolved with the officer being allocated personal number and her outstanding salary arrears paid in the month of January 2021.
Ms. Otieno in an email to the Commission confirmed receiving the salary arrears and thanked the Commission for the intervention.
